The reason is FPC1 is CP and FPC2 is SPC. So basically first parth session created on CP and CP will send to SPC via round robin fashion.
If you really want to monitor session/sec on SPC, please execute the belwo command.
root@TCG> show security monitoring performance session.
This command will show you the real time data of session ramp up rate on SPC card.
