There is a vlan assigned for layer two at all times. I assume you would be using a factory configuration with no custom vlans. If that is the case the vlan you apply the dhcp snooping configurations to will be called default and uses vlan id 1.
You would navigate to vlan default and apply the desired parameters for dhcp snooping found in the examples and explanations here.

Simply put, how do I enable DHCP Snooping on an SRX device (no VLANs defined)? I have found conflicting information online, so am trying to get the best/correct/relevant solution as it stands now for the current (JTAC recommended) version of JUNOS.
