The equivalent to IP SLA in Cisco is a combination of RPM and IP Monitoring services in JunOS. RPM defines objects you want monitored -- what protocol, how often, what addresses, etc. Then, with IP Monitoring policy configuration you can define what action to be taken.
RPM: https://www.juniper.net/documentation/us/en/software/junos/flow-monitoring/network-mgmt/topics/topic-map/real-time-performance-monitoring.html
IP Monitoring: https://www.juniper.net/documentation/us/en/software/nce/internet-protocol-srx-monitoring/topics/concept/internet-protocol-monitoring-overview.html
And an example: https://supportportal.juniper.net/s/article/SRX-Example-Configuring-IP-monitoring-using-RPM-Probes-for-failover-between-multiple-ISPs?language=en_US
Personally I like using rpm and ip-monitor to introduce "flag" routes, and then use the presence (or absence) of those flag routes in different routing tables to influence route distribution policies.

Subject: Backup ISP / alternate default route?
I've setup IP SLA in Cisco before but haven't figured out how to do the equivalent in Juniper yet.
I found this post but it was almost 9 years ago and not sure if there is a better way of accomplishing this.
We have two ISPs. ISP1: 1G fiber service and ISP2: 100 Mbps satellite, both with static IPs.
I'd like the standard default gateway to be ISP1 but in the event that the ISPs gateway is not reachable, use ISP2 for the default route instead.
