The software running on each card (PFE) is actually «upgraded» each time the PFE boots ; actually it downloads its own software from the routing engine at each PFE boot if there's a mismatch.
So not specially / not only when you upgrade the main JunOS.
Therefore if you upgrade JunOS and reboot, all the cards softwares are upgraded at the first reboot following the JunOS install. Actually you install the JunOS, you reboot, JunOS gets installed and reboots again the RE to the new version without activating the forward plane, and during this new reboot the PFE are activated and upgrade themselves ; so the «control-plane inside the forward plane / the PFEs» boots twice in this case during the first – but actually the second – reboot :)
And therefore, a reboot after install will be much slower than a reboot without upgrading anything. And for a card change inside a running chassis, the card may be much slower to start for the first time (because it self updates first).
