It's my understanding that using the request system rollback command just boots up off the bootable image on the backup partition. But what I'm confused about is this: When are the packages in /var/sw/pkg used? Is there a manual command to install them? And if there is, why would I consider it over the ready-made image on the backup partition.

/var/sw/pkg contains jinstall and jbundle images previously installed with "tequest system software add ..." command _without_ "no-copy" knob.
You cannot boot from these images, they need to be installed first.

So are you telling me the only reason it's there is to save a copy of the last successfully installed package? Does that mean I can install directly from this directory, like: request system software add /var/sw/pkg/junos-...?

Yes you can install directly from /var/sw/pkg - provided you have enough space on HDD or flash (if J-series/SRX/EX).
Make sure you use "no-copy" knob to avoid copying same image back into /var/sw/pkg
