From my perspective there are two possible options.
1. Where the customer already has an NTP server in their infrastructure
2. Where they do not have 1.
In the case of 1. i'd say it would require nothing more than ARP or basic local routing
In a lot of cases though I suspect that customers will need a use an NTP server on the internet.
Please consider that not all 128's in a customer environment will have direct internet access.
