I wonder do I have the wrong PFE connected to router? In your topology it says r1-fp, but mine says the following in picture. I know you can re-name them... but i've seen a few that's named FPE as default

The platform is eve-ng. the router version is (vmx-bundle-22.4R1.10) that's connected to the switch PFE version (vqfx-20.2R1-2019010209-pfe). I also have the switch RE (vqfx-20.2R1.10-re-qemu) that's connected to PFE (vqfx-20.2R1-2019010209-pfe).... their connected by em1 internal interface.... same issue on both. What version are you suing? maybe I can contact support for that one.

but I have often seen this with faulty hardware. I think the control plane cannot talk to forwarding plane so it sees no interfaces.
I also see this is on the vQFX if you delete this line in config
set interfaces em1 unit 0 family inet address 169.254.0.2/24
