Any changes in any of the exam objectives are announce 3 months before the exam changes. This gives those in current study a choice to take the current objective test or not.
General question changes happen as often as necessary to stop the exam cheat systems that just steal questions and sell answers on the black market. But that does not affect what study materials cover for the existing objectives.

AJER and AJEX are great resources for reading prep for the JNCIE-ENT exam. The Self-Study bundle is also a great resource for the hands-on aspect of the exam and is still current and relevant.
