I totally agree with you that Juniper should anything they can against cheating. In particular if people really just do "exam preparation" in a way that they learn the questions by hard and then just click in the real exam on the solution they have memorized without knowing what they really do.
This is also one reason why I definitely favor practice or oral exams against these multiple choice exams - one can't cheat the same way.
There should be just one thing to mention: Contrary to most other companies, there is no official exam preparation. Of course you have the training material or the real class trainings but you usually don't know what you can expect at the exam. It happen to me several times that I got questions in the exam that I never expected when reviewing the exam topics. To address these theme, companies like Microsoft have licensed partner companies that offer authorized prep material that, of course, don't include the same questions like in the real exam, but similar ones.
