First thing to ask is, what version of JUNOS you running?
run
show poe controller and that will show you the Max Power Rating for each switch, and the current load being used.
What do you have connected to the switches, just VoIP phones and AP's? Depending on the 4400 model, you should have anywhere between a 1400-2200W power budget per switch to work with.
VoIP phones usually have a budget of 15.4W for Class C devices, 30W for Class 4 devices, and our Aruba AP's have a budget of 20.9W.
When you run the show poe interface, what anomalies are you seeing in the stats?

Sounds like your running out of power
run show chassis power-budget-statistics
If your running redundant disable that..
deactivate chassis psu redundancy
If that is not the issue lets turn up some logging..
set poe notification-control fpc 0
set poe notification-control fpc 1
etc.etc..
set poe interface all telemetries interval 5
set poe interface all telemetries duration 24
set system syslog file poe.log any notice
set system syslog file poe.log match "(PoE port name|pethPsePortDetectionStatus)"

We're running into issues with PoE on newly deployed EX4400s in virtual chassis. The switch seems to lose contact with the PoE controller and some PoE devices lose power while others don't. The output of "show poe interfaces" is inaccurate -- seems to contain stale data. We have observed the issue across multiple switches in multiple virtual-chassis running JTAC recommended Junos.
Has anyone else seen this?
