@Cas - #1 is this an EX4200-P or PX switch. This makes a BIG difference. P model can only supply a max of 15.4W per interface (AF-Mode/POE), while PX model can provide upto 30W (AT-Mode/POE+).
I believe what you are seeing, outside of telmentry, is expected behavior. You have set POE disabled on 5 interfaces, so those interfaces correctly show a POE Admin Status of Disabled, which then causes Operational Status to also be Disabled.
All the other interfaces have POE Admin Enabled, and POE Operational Status of off, as it appears no POE device is connected to any of the interfaces, so Operational POE shows off, which is also expected.
As for all showing MAX power of 15.4 watts, this is because you have set Class Management to Static and AF-Mode. AF-mode provides for a MAX of 15.4 watts. If this unit is a P model, this is VERY expected.
I have no idea why telmentry shows 51.6V, but I suspect this is expected as well. POE is not measured with Volts, but with watts/power.
