Class of Service with Tunnels

I have a question about how CoS works with IPSec tunnels.
If I configure CoS on a physical interface, the scheduler will look at the available bandwidth based on the default bandwidth for the interface, or the bandwidth statement if it exists.

On a logical interface, like st0,  there is no default bandwidth. Also, the bandwidth statement does not exist.

So, how does CoS know if an st0 interface is reaching its maximum bandwidth? Does it get this from the underlying interface that the tunnel is built on?
Or, should I be configuring shaping on the tunnel to tell CoS the max bandwidth?

    Thanks for your help
