The important concept for your design here is that the fxp interface cannot use the other interfaces on the SRX for outbound routing. This is designed to be isolated for mgmt access only.
So as Kronicklez notes, you need to configure the management instance as a fully separate routing table and then design the outside of the SRX routing such that this mgmt instance would have access to the internet or other subnets needed.
