    In cisco world this would work like charm:   ip forward-protocol udp 48689 

    In Juniper this is required:      
    set forwarding-options helpers port 48689 interface irb.24 server 192.168.24.0 ???????? I need that for whole VLAN 24. I dont understand server - I dont have server IP, I would like to forward 48689 for whole VLAN - is this possible?
