    Does a firewall filter installed via BGP FlowSpec overwrite a manually configured firewall filter on an interface?

    No it doesn't overwrite the firewall filters configured under the interface. Actually the input firewall filter "manually" defined on the interface gets processed first, and then the flowspec filter gets processed. So in a sense you can sort of say the flowspec filter gets implicitly chained after the configured firewall filters.
