I am using QinQ on 2300 switches with Junos 20.2 in something that looks a lot like your test setup.
I don't see the use of (neither am I using) an encapsulation on the xe-0/0/0 interfaces connecting the switches together.
I also change the MTU, though, to accommodate the bigger packet created by adding the 2nd vlan tag.
Typical interface will look like this. 3912 and 3918 correspond to 2 different client interfaces , each pushing and pulling that tag exactly like your other interfaces show.
set interfaces ge-0/0/11 description "ge-0/0/11 TELEBEC CIRCUIT 01LMDQ250323TLBC"
set interfaces ge-0/0/11 vlan-tagging
set interfaces ge-0/0/11 mtu 1538
set interfaces ge-0/0/11 unit 3912 vlan-id 3912
set interfaces ge-0/0/11 unit 3918 vlan-id 3918
I'll try the configuration proposed in the KB article by the in my lab later this week. : I am surprised it works at all.

I came across a variety of Q-in-Q configurations, I am configuring them in the labs. The following is one I am working on it, unfortunately I could not get it working now.
[EX/QFX] How to configure QinQ using ELS on Junos OS
I sniffed the ARP traffic on PE-2 on ge-0/0/1 to notice both vlan tags are popped, so arp request from CE-1 goes to CE-2 without any tag. so CE-2 does not reply.
Can anyone take a look the link above to see any more configuration I need to add ?
Note: I am testing in vQFX .
