I can't find any reference in official documentation. In discussions with Juniper sales engineers I recall the limit being 10M. This is built in and not configured or adjustable.
The purpose is to prevent taking down the RE accidentally or by DoS by directing too much traffic that would have to be processed by the RE.

I've read that there is an in-built policer that rate limits exception traffic i.e. received traffic destined to the RE.
