Well, according to this document, EX4400 supports EVPN VXLAN -

Depending on the version, should be fairly easy to implement it.
As long as there is reachability between loopbacks of switches (static routing, dynamic, no difference), then you could build BGP EVPN peering between switches over loopback interface and then configure EVPN VXLAN itself.
Below document may be useful, thus, it is for QFX. Putting those VLANs (stretched between data centers) into a routing-instance is not mandatory and related configuration can be done in global (default switch) instance.

I need to configure VXLAN between 2 EX-4400 switches to extend several vlans between three(3) sites (Surco, Ica and San Borja, see figure bellow) interconnected by L3 layer links provided by a service provider (ISP), has anyone ever configured this scenario? And what considerations should I take into account?
If it is not possible to apply VXLAN, what other solution could I implement?
