It's described in all JunOS Release Notes, by example
Release Notes: Junos OS Release 23.4R2 / Migration, Upgrade, and Downgrade Instructions
For both standard EOL and EEOL releases, you can upgrade to the next three subsequent releases or downgrade to the previous three releases.
For EEOL releases only, you have an additional option - you can upgrade directly from one EEOL release to the next two subsequent EEOL releases, even if the target release is beyond the next three releases. Likewise, you can downgrade directly from one EEOL release to the previous two EEOL releases, even if the target release is beyond the previous three releases.
So from the EEOL 21.4 (R-whatever) you can directly go for the EEOL 22.4 (R-whatever).
Therefore the path is 21.4 -> 22.4 -> 23.4.

Subject: To upgrade EX4650-48Y-8C to version: 23.4R2.13
Hello,
We have a Juniper EX4650-48Y-8C and it has version 21.4R3-S1.5 installed. I want to update this switch to version 23.4R2.13. My question is what is the correct upgrade path to 23.4R2.13.
I am confused by what is some postes say is recommended as 3 subsequent or intermediate releases and major releases. Is there a Juniper support document stating from what version I can update directly to version: 23.4R2.13 ?
A previous administrator has already updated a different EX4650-48Y-8C Switch to version 23.4R2.13 and I want to keep the EX4650 consistent. I already have downloaded the "jinstall-host-ex-4e-x86-64-23.4R2.13-secure-signed.tgz" file.
