I do not run vpls, but I do run pvlan. It must be fully traversing to run properly. With that said my vlan 1028 is not traversing the external like one might think. This involves other protocols to keep it more local, and not so much global. Kind of a failover thing. It's a really small route im sure. Hope that helps. Plus the fact that 1028 is smaller than 2040.

Can you share your VPLS configuration also? This port config works in my tests:

set interfaces ge-0/0/1 flexible-vlan-tagging

set interfaces ge-0/0/1 mtu 1522        

set interfaces ge-0/0/1 encapsulation vlan-vpls

set interfaces ge-0/0/1 unit 1005 encapsulation vlan-vpls

set interfaces ge-0/0/1 unit 1005 vlan-id 1005

set interfaces ge-0/0/1 unit 1005 family vpls

and it supports multiple units + VLANs.

Did you just try to use another unit ID than 0 ? 2040 by example?
