Storm control is designed to detect accidental layer 2 loops and automatically shut down a port when detected.
I think you are looking for bandwidth filters for what Juniper calls BUM traffic (Broadcast, unknown unicast and Multicast). And example is in this KB.

I have a pair of QFX10002-36Q switches, and I want to disable or rate-limit multicast and broadcast traffic to a low value. When I try to configure a storm-control profile using set forwarding-options storm-control-profiles, I see that the only available action is shutdown. However, I do not want to shut down the port-I just want to drop or discard the excess broadcast/multicast traffic.
So, if I do not set the action shutdown, will the switch drop or discard the exceeded traffic by default? If not, what would you suggest?
