From the error that you are getting "WAN with overlapping interface already exists", indicates that you already have a WAN entry created called "WAN" that contains ge-0/0/0. So before you can create an entry called "WAN-local" with ge-0/0/0-1 you will first need to remove ge-0/0/0 from the WAN entry.
