ping issue from one edge(virtual chassis) to another edge(virtual chassis)

    i have 11 racks , each rack is virtual chassis and one rack is the core (also virtual chassis) , all 11 rack is connected to the core by aggregation link (trunk with vlan member all ) on all racks , i have only one rack of the 11 cannot ping all other racks (also the core rack that directly connected) , but when i go to the other racks i can ping it ,and then go to the rack with issue i found it can ping , this issue happens each time i powered off this rack , can anyone help ?

    kindly noted that other racks can ping each other with no problems .
