All APs require Mist to operate. They all have RRM (except for the BT11) which will auto-remediate signal strength issues and adjust for contention with other wireless devices, not just Mist APs. You could have just one AP if that's all you needed for coverage.
For vBLE, are you planning on offering location services like user engagement? The link below provides some design guides for the number of devices and placement.

Not all devices have vBLE. See the attached for model selection.
And finally, you need to purchase licensing, which at a minimum, you'd need Wi-Fi Assurance and maybe additional licenses if you want to do location services.
