Seems likely there is a hardware failure here, you will need to open a JTAC support case to get a replacement if it is still under warranty or support.

Hello Steve,
We rebooted the system from command line few times but it didn't work.
We tried all those commands with chassis to start fpc or see status it failed.
Finally we powered off the system unplug the cables and powered and restarted after five minutes.
It worked but we have no clue why it failed or how to avoid it.
This was before hard reboot

These seem to indicate an hardware failure.
If you have not already power off and startup the entire chassis again since the fpc are integrated on this model.
If this does not clear the issue you can try to manually restart and force online the fpc.
request chassis fpc
If none of these work, there is likely a hardware failure that would require a RMA.
