This would be a staged or abandoned configuration if it is not applied to an interface somewhere.
Staged configurations like this are in place ready to be applied when the circumstances appear that the FBF was designed for.
Abandoned configurations are where the applied interface side was removed and they forgot that the actual filter was also part of the original configuration and did not remove it.
