Difference between "show security monitoring fpc 0" and "show chassis forwarding"

    Could you please explain me the difference between "show security monitoring fpc 0" and "show chassis forwarding -> Real-time threads CPU utilization"? They show slightly different results. 
    All the time I've been monitoring "Real-time threads CPU utilization" and everything was fine according to the metrics. But a couple of days ago I looked at the logs and saw:
     
    Nov 19 12:28:24  R-EST-01 PERF_MON: RTPERF_CPU_THRESHOLD_EXCEEDED: FPC 0 PIC 0 CPU utilization exceeds threshold, current value=86
    Nov 19 12:29:28  R-EST-01 PERF_MON: RTPERF_CPU_THRESHOLD_EXCEEDED: FPC 0 PIC 0 CPU utilization exceeds threshold, current value=91
    Nov 19 12:29:30  R-EST-01 PERF_MON: RTPERF_CPU_THRESHOLD_EXCEEDED: FPC 0 PIC 0 CPU utilization exceeds threshold, current value=92
    Nov 19 13:16:05  R-EST-01 PERF_MON: RTPERF_CPU_THRESHOLD_EXCEEDED: FPC 0 PIC 0 CPU utilization exceeds threshold, current value=86
     
    At the same time "Real-time threads CPU utilization" was about 65%.
    Does it mean that my device can't handle the load?
