If I have an EBGP peer and the peer is advertising /16 but I only want a /28 from the /16 , is that possible without having the peer change what they are advertising? If so, how can I do that on a MX204.

Using a smaller prefix from a larger one is not a supported option.

The opposite is possible, having a larger prefix activated from receiving a smaller one via aggregate or generate routes.
