access interfaces flapping in EVPN-VXLAN collapsed core scenario

    a pair of EX4650 switch are configured as EVPN-VXLAN Collapsed Core and providing uplink to EX4100 access switches.

    on the access switches, the ge interfaces are flapping each three minutes without any observed errors on logs.
