admin lock out not working

    am looking at the below kb
    Configuring Admin Lockout - Juniper Networks 
     and Juniper ssg cli guide

    The following commands set the number of allowed unsuccessful login
    attempts to 5 and locks the user account for 60 minutes when login attempts
    exceed the limit:
    set admin access attempts 5
    set admin access lock-on-failure 60
    save

    am on 6.3, but the admin lock out feature is not visible in gui or cli, in cli it goes till "set admin access" then no other commands, no hidden commands too, any comments or suggestions would be helpful.
