This doc is part of JunOS Subscriber Mgmt (subscribers such as PPPoE/DHCP etc.), in this case DHCP.
JunOS subscriber mgmt does not support Logical-System yet (unlike "JUNOSe" of juniper e-series" which supported this function)
This basically means you cannot setup dhcp-relay subscriber mgmt features to work in LS.
However you can setup "dhcp-relay with forward-only knob" in which the dhcp relay does not maintain local bindings.
I would suggest you configure a dhcp relay in routing-instance instead of logical-system.
