From your other/previous post, can I assume you're on junos 17.4R2-S1.2?
The messages are related to engineering log used to track what is happening on the router. It is a diagnostic tool and doesn’t impact router functionality. The amount of memory allocated for the logging facility (referred to as shmlog) is specified based on the running platform. The messages merely indicate that when some parts of the software attempted to allocate some space related to the logging facility the logging facility returned that there was no more space so that their allocation request was denied.
it's cosmetic in nature, shmlog functionality was not affected and doesn't impact any customer/service functionality.
These logs are not harmful and you can filter them using KB9382.
This has been fixed by PR#1384371 & PR is resolved in the following Junos versions:
