Let says I do a show route command and this line comes up

1.1.3.3/0    *[Static/5]   

Is the number 5 in the bracket a route preference or Metric?

The number 5 is Route preference for the Static route.

The route metric will be something like below:

inet.0: 28 destinations, 30 routes (27 active, 0 holddown, 1 hidden)
+ = Active Route, - = Last Active, * = Both

172.16.36.0/24        *[Direct/0] 00:19:56
                    > via so-0/1/2.0
                    [OSPF/10] 00:19:55, metric 1
                    > via so-0/1/2.0
