Does anybody know how and when to use below files?I came across when searching other information and was wondering for a while.

You can certainly use these source code files for the purposes outlined in GPL/LGPL.
To my knowledge, no publicly available documentation exists on how to actually make use of these source code files, so You are on Your own in this regard.

The explanation helped me understand Juniper is following GPL/LGPL policies and why opening the source files to the public.I should understand GPL/LGPL before looking into the source files.Thanks anyway!
