No it doesn't overwrite the firewall filters configured under the interface. Actually the input firewall filter "manually" defined on the interface gets processed first, and then the flowspec filter gets processed. So in a sense you can sort of say the flowspec filter gets implicitly chained after the configured firewall filters.
