We have a setup where our Juniper router connects to ISP provided layer 2  device.
ISP is suggesting high power received from our Juniper but looking our router interface diagnostics options we are not seeing any such thing.

    show interfaces diagnostics optics
    Physical interface: ge-0/0/15
Laser bias current : 19.552 mA
    Laser output power : 0.2780 mW / -5.56 dBm
    Module temperature : 35 degrees C / 95 degrees F
    Module voltage : 3.3270 V
Receiver signal average optical power : 0.3240 mW / -4.89 dBm
Laser bias current high alarm : Off
Laser bias current low alarm : Off
Laser bias current high warning : Off
Laser bias current low warning : Off
Laser output power high alarm : Off
Laser output power low alarm : Off

Laser bias current high alarm threshold : 80.000 mA
Laser bias current low alarm threshold : 2.000 mA
Laser bias current high warning threshold : 70.000 mA
Laser bias current low warning threshold : 3.000 mA
Laser output power high alarm threshold : 0.7940 mW / -1.00 dBm
Laser output power low alarm threshold : 0.1000 mW / -10.00 dBm
Laser output power high warning threshold : 0.6310 mW / -2.00 dBm
Laser output power low warning threshold : 0.1250 mW / -9.03 dBm
    Module temperature high alarm threshold : 110 degrees C / 230 degrees F
    Module temperature low alarm threshold : -45 degrees C / -49 degrees F
    Module temperature high warning threshold : 95 degrees C / 203 degrees F
    Module temperature low warning threshold : -42 degrees C / -44 degrees F
Module voltage high alarm threshold : 3.600 V
Module voltage low alarm threshold : 3.000 V
Module voltage high warning threshold : 3.500 V
Module voltage low warning threshold : 3.050 V
Laser rx power high alarm threshold : 0.6310 mW / -2.00 dBm
Laser rx power low alarm threshold : 0.0050 mW / -23.01 dBm
Laser rx power high warning threshold : 0.5012 mW / -3.00 dBm
Laser rx power low warning threshold : 0.0063 mW / -22.01 dBm

Both transmit and receive power is be below -7dBm. Transmit power is typically good when it is in the 6 dB range between -1 and -7 dBm.

*Receive power is normally expected between - 1 and -9.9 dBm*

Our stats show both are below -7dBm

show interfaces diagnostics optics | match dbm | except thresh
    Laser output power : 0.2780 mW / -5.56 dBm
Receiver signal average optical power : 0.3240 mW / -4.89 dBm

The carrier is adamant our device is transmitting high power and we should be using a  attenuator.

Carrier :we have high receive power alarm on client port.

    Tx power (-4.94 dBm):

High alarm: -1.00 dBm Low alarm: -11.51 dBm

High warning: -2.00 dBm Low warning: -10.51 dBm

    Rx power (-0.76 dBm):

High alarm: -2.00 dBm Low alarm: -22.01 dBm

High warning: -3.00 dBm Low warning: -19.03 dBm

CArrier is suggesting 5db or 10db attenuator on your device on Transmit side .

We get these types of issues when the optic installed is meant for a much longer distance than the actual fiber between the devices.  So there is no alarm at all on the sender, but you get a high receive power alarm on the other side.

The attenuator is one option to lower the power power sent.

The other option is to replace the optic with one of a shorter distance range in the same frequency.
