Shall we determine the license on purchasing EX 4600 in other words is the license come by default with the device isn't the advanced feature license ?

EX4600 comes with a basic license. In case you need features like BGP, MPLS, IS-IS or VXLAN, you need to purchase the license EX4600-AFL additionally. For MACsec, you need the license EX-QFX-MACSEC-AGG:
No, EX4600 does not support PoE or PoE+.

Everything except BGP, MPLS, IS-IS or VXLAN works with the basic license. If you want to configure a family inet interface and use OSPF, this should work with the basic license.
The 1G copper SFPs are only suitable for 100,1000. Please note that 10m is not supported in general on EX4600 platform (hardware limitation).

On this platform, 10m and 10g copper are not supported. Only 100m and 1g copper are supported.
